Certification & Licensing Lookup

What each market actually requires before a kart boat can be sold, registered or operated — hull approval, electrical and battery rules, operator licensing, and the lead times that set your delivery date.

Two buyers with the same boat and the same order form face completely different paperwork. In the European Union a kart boat under 2.5 m sits outside the Recreational Craft Directive. In the United States the same boat still needs a Hull Identification Number and manufacturer certification.

The table below is the short version. It is a research summary drawn from our operator guides, not legal advice — every row links to the full guide with its sources and its open questions.

European UnionThe Recreational Craft Directive (2013/53/EU) applies from 2.5 m to 24 m hull length — below 2.5 m a kart boat sits outside it, and also outside the Toy Safety, Machinery and Low Voltage directives. The EMC Directive and EU Battery Regulation 2023/1542 apply: below 2 kWh a self-declaration, 2 kWh and above needs a notified body. REACH and RoHS apply as well.Operator rules are national. Greece, for example, lets craft up to 30 hp operate without a skipper licence — our 15 kW hulls are about 20 hp and sit inside that band.—CE, FCC & UN38.3 guide
United KingdomUKCA marking is accepted indefinitely alongside CE, so an existing EU CE file carries over without re-testing.Same document set as the EU file for CE-marked units; UK plug and charger requirements still need checking against the model. Not covered in our research so far — operator rules are devolved and differ by waterway authority. Treat this market as unresolved until we publish a guide.—Not published
United StatesNo small-boat exemption. Vessels under 16 ft still need a Hull Identification Number and manufacturer certification, with USCG 33 CFR 183 as the legal basis. EPA Form 3520-21 covers electric boats as well.ABYC E-11 for electrical systems and E-13 for lithium batteries are the de-facto standard. UL covers marine electrical equipment.Federal rules set no operator licence; state registration applies. California runs the CARB Commercial Harbor Craft programme on top, whose legal footing was still contested as of September 2026.—California rules guide
Saudi ArabiaSASO Saber conformity: a product certificate (PCoC) plus a shipment certificate (SCoC) for every batch that leaves the factory.SASO RoHS is mandatory for the battery and charger documentation.Paid-ride licences run through the municipality and the Ministry of Commerce. Saudi Red Sea Authority licensing applies to water-tourism craft operating in Red Sea waters.—Red Sea & NEOM guide
United Arab EmiratesFederal Decree-Law No. 43 of 2023 (Maritime Law, in force March 2024) governs registration. Dubai adds a Marine Craft Renting and Operating Activity Licence through the DED/DMA chain; Abu Dhabi runs its own ADM permit schedule.ECAS product conformity is required for chargers — book it through a MOIAT-recognised conformity body and start the CB report early.Crew must hold DMA-issued licences and passenger numbers cannot exceed the licensed capacity. Abu Dhabi charges operator activity permits of roughly AED 3,000–9,000, technical inspection for licensing AED 300, marine activity NOCs AED 1,000 and mooring permits AED 1,000.—Dubai & Abu Dhabi guide
QatarSmall-craft registration through the Ministry of Transport e-services under Maritime Law 15 of 1980; the Certificate of Qatar Registry is issued after document verification.Qatar has no published conformity schedule for electric ride-on watercraft comparable to the UAE ECAS route. Quote chargers and control units with destination-market certification and put the question in writing before ordering.Coast Guard sailing permits run through the Metrash2 app. Paid rides also need venue and municipality licensing. Guests on a supervised ride do not need their own licence.—Qatar operator guide
OmanMinistry of Transport, Communications and IT registration under Royal Decree 19/2023, applied for within 30 days of acquisition. The Royal Oman Police handles clearance and enforcement on the water.Confirm the conformity route for the exact model with MTCIT in writing before ordering — it is one of the confirm-with items in our guide.Paid-ride licensing runs through the municipality and the Ministry of Commerce. Operations touching protected waters such as the Daymaniyat reserve need separate Environment Authority permits.—Oman operator guide
KuwaitDecree-Law No. 61 of 2026, published in the official gazette on 7 June 2026, consolidates registration, licensing, inspection and insurance of marine units under the Ministry of Interior’s Coast Guard. The six-month regularisation window for existing craft has closed. No separate published electrical conformity route for kart boats; the craft classification question with the Coast Guard covers it.Unregistered units carry fines of KD 2,000–3,000, and unlicensed commercial maritime activity can carry imprisonment. Marine radio permits run about KD 50 per device. Confirm how a 3–4 m battery kart boat is classified before committing a fleet configuration.—Kuwait operator guide
EgyptTourism Ministerial Decree 444 of 2011 licenses diving centres, marine activity centres, yachts and tourist boats, administered by the Chamber of Diving and Watersports. New marine-activity licences in the Red Sea and South Sinai have been under a repeatedly extended moratorium since November 2019.Imported batteries need a Certificate of Conformity issued through EGAC-accredited bodies under the GOEIC conformity regime, and importers register on the GOEIC portal with an ACID advance cargo declaration.CDWS runs certification exams for water-sports professionals. No published bright line covers small low-speed circuit boats, so confirm the operator-credential requirement before the delivery date.—Egypt Red Sea guide
ThailandRegistration follows gross tonnage, not length: compulsory vessel registration starts at 10 GRT, so a 4–5 m kart boat sits below it and operates on a Marine Department vessel operation permit, valid up to 12 months, with fees of ฿300 up to 5 GRT and ฿1,100 for 5–6 GRT. Commercially hired boats fall under the Hire Boat and Passenger Boat Safety Act B.E. 2551.TISI certification is required for some electrical components. Life jackets must carry Marine Department certification and a permanent 10×10 cm label.Jet-ski drivers need a boat driving certificate under the Navigation in Thai Waters Act B.E. 2456 — five years, ฿5,000. There is no published bright line for small low-speed circuit boats, so confirm the category in writing with the Phuket Regional Marine Office. Phuket has required beach-rental craft registration and insurance since 2016, with enforcement sweeps since 2024.—Phuket & Koh Samui guide

One rule applies to every shipment, whatever the market

Lithium batteries travel as Class 9 dangerous goods. A complete boat with the pack installed is UN3171; standalone packs are UN3480, and UN3481 covers batteries packed with equipment. Every market requires an UN38.3 test summary per battery design, and the paperwork has to be in place before the cargo is booked — not after it is on the water. Some forwarders refuse lithium cargo outright, and premiums rise.

GreeceCraft up to 30 hp can operate without a skipper licence; our 15 kW hulls are about 20 hp and sit inside that band. The business itself still needs the Law 4256/2014 and 4629/2019 compliance chain — company and EOT registration plus a notification to the Ministry of Maritime Affairs and Insular Policy.—Greece operator guide
TürkiyeThe amateur seaman’s licence (ADB) was restructured by Gazette No. 33140 on 17 January 2026 into two length tiers — ADB 10 for vessels up to 10 m from age 16, ADB 24 for vessels up to 24 m from age 18 with twelve months of sea service. How to read this table

  • This is a research summary, not legal advice. Rules change, and several of the markets above have a live legal question attached to them.
  • Every figure carries a date. Where we publish a guide, the guide carries the sources and the retrieval dates; where we have not, the row says so instead of implying we checked.
  • We mark confirm-with items rather than resolving them ourselves. A wrong compliance answer costs more than an open question.
  • The HS classification question is separate from all of this and still open — see our import duty guide before a shipment leaves the factory.
